    2. Change the system of regulation for higher education - Independent Regulatory Authority for Higher Education (IRAHE)
    3. Increase public spending and diversify sources of financing.
    4. Establish 50 National Universities.
  2. EXCELLENCE
    1. Reform existing universities.
    2. Restructure undergraduate colleges.
    3. Promote enhanced quality.
  3. INCLUSION
    1. Ensure access for all deserving students.
    2. Affirmative action (through deprivation index).
